I have my standard win taskbar automatically minimized at the bottom. Maximized allways-on-top windows occupy the region where the minimized taskbar comes up when the mouse is hovered above. The only way to bring up the taskbar is by pressing the Win key, so the start menu shows AND the taskbar comes up on-top of all other always-on-top windows.
With secondary taskbars this doesn't work: pressing the Win key shows the start menu, but a minimized taskbar doesn't come up, it stays minimized.
Expected behavior of secondary taskbars when pressing win key: taskbar coming up on-top of all other windows, start menu painted above the taskbar.
