I'm using Windows 10 Version 22H2 (OS Build 19045.5737)
You can recreate the problem by doing the following
- ensure no apps are open
- open notepad.exe and maximize the window so it covers the entire desktop
- active "Pin to desktop"
at this point, notepad should occupy your entire screen and nothing should prevent it running in the background in that state
now, use the shortcut key to show your desktop .... Win+D
note that notepad is no longer maximized
expected behavior is anything with pin to desktop activated should be in the background forever, in the same state (i.e., maximized), unless the setting is disabled.
I only used notepad b/c it's simple and built into windows, but the expected behavior of pin to desktop should work with any Windows application.
