How can I make a program always open in the same location on the same monitor.

What our program you're running?
If you're running Actual Window Manager, then in order to accomplish this you can use combination of the
"Move to monitor"
and
"Align"
actions at window's startup. The actions can be enabled here: Actual Window Manager configuration module > Window Settings > Specific Settings > Specific Settings for particular program > Startup section > Move to monitor and Align actions.
You need to specify the monitor you want the window to be opened on for the "Move to monitor" action. And you need to specify the align type and shift for the "Align" action.
Also, if you want the window to always stay withing the specified area you can use the
Restrict Placement
option (Actual Window Manager configuration module > Window Settings > Specific Settings > Specific Settings for particular program > Position > Restrict Placement).
