I found this, and is an awesome improvement for your function of move window, move inactive window is incredibly useful.
Win 7 x64 updates to date,
2 monitors placed I on top of II,
2 independent taskbars on the right,
and using the latest beta

Hello Razvan,
Actual Window Manager has already this feature.
Actual Window Manager -> Mouse -> Drag and Scroll -> the "Make the entire window area responsive to dragging/sizing" feature.

Please try the software first
I know this, I 've posted that I know this
This tool is more than that, it moves inactive windows, try it up.
Win 7 x64 updates to date,
2 monitors placed I on top of II,
2 independent taskbars on the right,
