opens explorer at c:\, with focus (1st)
run winrar (just winrar, no *.rar files), get focus (2nd, now explorer lost focus)
close winrar, focus returns to explorer
press up down right left key, no response
after a few seconds
press up down right left key, works fine
note: the keys i pressed before the "few seconds", is not buffered, reaction (cursor move between explorer items) is not taken after a few seconds by explorer
this only happen with actual window manager started. not with stopped

moos tinys, I have just tried these steps on my system and don't have this issue. The keyboard still works fine.
Vista 32 bit, WinRar 3.80.

The described issue seems to be a probable conflict with a 3rd party program. Do you have any other utilities running along with AWM which may interact with the keyboard?
