 The idea is to allow easily increase/decrease (small % per scroll) window size where mouse is over. Would be good if it has integration with already available feature "Scroll inactive window".

Similar feature is this plugin for Volumouse: http://www.nirsoft.net/utils/volumouse_plugins/move_resize.html I'm testing this plugin using ctrl+shift+scroll trigger. Working very smooth. I recommend you try this tool to catch the idea.
