Custom buttons/macros/hotkeys actions should include anything listed in Hotkeys -> Actions -> All
Reapply settings, for example. I just want a button to reapply settings... I was able to get one window to work by adding a button to send the shortcut key for it, but a second window did not want to play along. I should not have to add a hotkey trigger to make a button to reapply settings....

Not all of the actions in the list are window-related to be added in window as a title button.
Do you need title buttons with some particular actions from this list besides "Reapply settings"?

Do you mean you tried to use this button separately on the other window but it didn't work? Or you expected the settings to reapply on other windows as well, when you click the button on one window?
What program's window you had problems with (name, version)?
What key combination for the "Reapply settings" hotkey do you use?
