I am new to all this, so please forgive me if this is already possible, or has already been discussed.

I have become used to the tabbed browsing with IE7 and have begun to wonder if it is possible to have tabs in other windows as well, such as Windows Explorer or My Computer? (or perhaps with IE6)

Hello Robert Rayner. Until you get replay form developers you can try QTTabBar for tabs in Explorer.

I should say that it is not what Actual Window Manager offers. But the idea is really interesting, it might be not just a new feature but even another Actual Tools' product! At least, we will consider the possibility of this project in future.
