Do you mean when you restore Chrome from the maximized state to the normal window state?
You need to edit the settings that are applied to Chrome. You can see what exactly settings are applied to particular window by clicking the “Modify applied settings” title button (Wrench icon) and see the name of the settings in the appeared menu. Also you can go right to the applied settings by clicking the "Modify..." menu item. Then navigate to the Title Buttons section of the settings and disable the Align title button.
If the Default Settings are applied to Chrome, you probably would like to create (or enable) Specific Settings for Chrome and edit this option there, so that it is applied to this window only.
