Hello, Paul
I was unable to reproduce the problem.
Could you tell what Audio Switcher settings the Chrome portable window has before you open a new tab ("Bound to monitor" or "Exactly Specified", you can see it in the menu of the Audio Switcher button) and what are the settings after you open the tab and the problem happens?

Do you mean audio from all tabs start playing via the app default device or just from the new tab?
Does it happen even if you open a new empty tab? Or does it have to be a page with some audio in it?
What exactly sites with audio you open in Chrome portable? Does the problem depend on what site you open in the new tab?
Could you send us your configuration files using the Send to Tech Support tool (Configuration module > Tools > Configuration > Send to Tech Support). Change the "To..." email address to uninstall@actualtools.com and add a link to this topic in the email.
Best regards.
