This issue used to occur once every couple of days. It is now occurring about every 10-15 minutes.
My secondary monitor (both Dell U2212HM) shifts all applications about a half-inch from the taskbar. My desktop background is visible in this space. The only way to get the applications to be full screen again is to drag the taskbar up a few inches and then bring it back to normal size. The applications will then rest in the correct position until the issue reoccurs.
Any ideas?

I am also having this issue. Did you ever find a fix? The blank space seems to sometimes grow, taking up what would be the equivalent of my start bar being tripled in size.
