Can I use it with multiple monitors? *Specifically*, could I program a button to move Outlook to screen 1, Onenote to screen 2 and FF to screen 3? AND could it even launch them in the process if one or all of them are closed?

I'm not sure that I understood your request right.
You can use virtual desktops in a multi-monitor environment (try
Actual Window Manager
- it combines both multi-monitor and virtual-desktop functionality) but in such case each virtual desktop will span all available displays. It means that when you switch desktops - it will affect windows on all monitors.
If I did not answer your question - please clarify it further.
