IE8 links opened "Always Maximized" option?

When clicking on a link in IE8 that opens a new window how can I make it open always "Maximized"?
I can not seem to figure this out.
There are no options in Actual Window Manager for "Always Maximize".
What I mean by fully Maximized is like when you click the middle button next to the Red X.
If this can not be done can yu please add this feature?
Screenshot 1 shows how I want the window to open
Screenshot 2 shows how Actual Window Manager does it which I do not like.
Look at the edges of the IE8 Window to see the difference.

Thanks not sure how missed that
Just one thing when I open a link in a new window for like a split second it opens in a smaller window and then is Maximized.
Is there anyway to skip that smaller screen and just have it open in maximized mode all the time?

Unfortunately, it is impossible now to hide the small window. But we are working about the solution.
