I'm running AMM v 8.13.2 on Windows 10 Pro, 1809. In Windows Explorer (and a couple other programs, but not everything) the top right corner looks like the attached image, whether the window is maximized or shrunk down. I'm unable to use any of the Windows buttons and cannot find a way to relocate the AMM buttons that are covering them.

Hello, David
Could you send us your Actual Multiple Monitors configuration files using the Send to Tech Support tool (AMM configuration module > Tools > Configuration > Send to Tech Support). Change the "To..." email address to uninstall@actualtools.com in the email and also add a link to this topic in the email.

Could you specify the programs you don't have this problem with?
Best regards.

Hello, David
I'm glad to notify you that the subject issue (where Actual Multiple Monitors title buttons overlapped the standard system buttons in some windows) has been fixed in
the latest version of Actual Multiple Monitors 8.13.3
and our other products as well.
Best regards.
