If you run the app executable directly from install path clicking .exe there it works, but when launching app from start menu, any shortcut, pinned taskbar icon, etc. doesn't work.
Looks like Microsoft is caching icons or something in different manner.
Actual Window Manager 8.6, Windows 10 Pro x64.

Are you talking about the icons that appears in the right part of the window title bar (Window Icons) or about the taskbar icons?
The functioning of this feature depends on the Taskbar buttons option of the system taskbar (System taskbar right click > Properties > Taskbar tab of the Taskbar and Start Menu Properties window > Taskbar buttons option).
When this option is set to "Always Combine, Hide labels", taskbar icons aren't changed to the custom ones, but window icons are changed.
When this option is set to "Never Combine", you're able to change taskbar icons as well as window icons using this feature.

What I want to say is that in default Windows mode (Always Combine, Hide labels), change icon always worked fine on Win7, 8, 8.1, now on Windows 10 AWM is not able to change icon for some reason.

Specific Settings -> Startup -> Change icon.
Doesn't change icon on taskbar.

With "Always Combine, Hide labels" mode enabled, the system takes the nearest available shortcut for this application (from the desktop/taskbar/start menu) and uses its icon for the taskbar button. Also it uses the shortcut icon if you start the program directly from the shortcut.
So, it is strange, that you were able to change the taskbar button icon with this option enabled and having shortcuts for the application on your desktop/taskbar/start menu.
Could you clarify what apps were you applying this feature to previously and were able to change their taskbar button icons with "Always Combine, Hide labels" mode enabled? Were there any shortcuts for these apps on the desktop/taskbar/start menu? How did you start them (using shortcuts or directly from the .exe file)?
If you able to make screenshots, depicting the changed taskbar button icons with "Always Combine, Hide labels" mode enabled (on Win7, 8, 8.1), please send them to us.
