I'm having the same problem as described, I'm using latest updated Windows 7 x64, latest Steam, latest Actual Multiple Monitors. It doesn't appear to cause any in-Steam or in-CS issues, but any error that just pops up like this is something to be concerned about. My CS:GO plays fine, (I play poorly!), and upon exitting to Windows about 5 seconds later I'll get this error:

One important thing is that, despite Actual Multiple Monitors 8.3 being singled out ("ammemb.dll"), the icon in the taskbar is CS:GO. Another thing is that Steam is selling Actual Multiple Monitors, a great tool that I am not uninstalling, so perhaps some cooperation is in order?
I'm fairly sure setting some AMM rules to ignore ALL of Steam and ALL of it's Games will probably work in fixing the issue, but I've yet to investigate anything.

One temporary solution on user's ends would be to block/ignore all .exe's within the Steam folder, where my Games Library is; How do I do this?

Thanks for the post.
The problem seems to be fixed in the current 8.4 beta 1 version of Actual Multiple Monitors (download link -
http://www.actualtools.com/files/amm84b1.exe
).
The whole folder can be added to the Exclusions list of Actual Multiple Monitors using the Program criterion, e.g.:
