I specifically bought this software for use with A2:OA because a clan member is using it and it works fine for him. I'm on Windows 9 Pro 64bit. If it isn't supported how do I go about getting a refund?

Hello Matthew.
Could you please check whether the "Already used by the system or other application" warnings there are on the Hotkeys tab?
If they persist, set the hotkeys in such way, so that there were no "Already used by the system or other application" warnings (change or disable the corresponding hotkey).
I've found that if there is this warning on the Configure hotkey, then Ignore Deactivation doesn't work on Windows 8.
Best regards.

No. That doesn't appear. It does for some of the other hot keys but not that one.
The individual keys (alt, left-control, shift, I) are all mapped in arma 2 but not that key combination. I think I saw another thread where someone specifically mentioned that A2:OA wasn't working currently. So maybe there is some kind of regression in the newer versions of AMM?

Hello Matthew.
Does the Ignore Deactivation work with your other programs?
Best regards.
