the program seems to be using between 2 and 6 % CPU most of the time - is this normal ?
There is also a noticeable slowing of processes !

No, it isn't normal. It's possible that you have a some kind of background process which is constantly spawning windows (possibly hidden), so AWM is forced to process those windows continiously taking the CPU time. Do you use another OS extenders like Stardock's ones?
