It seems that switching between desktops takes place when you left or right click a tool in the system bar that pops up some kind of selection window, but only once for the specific program.
For example, I am on desktop #1 and I left click on the NoteZilla tool, it switches to desktop #2. If I right or left click on NoteZilla again, it does not switch back to desktop #1 on each click. But, if I click on a different tool that pops up a selection window, it does go back to desktop #1. Now clicking NoteZilla again would change desktops on you since you selected a different tool.
Lather...Rinse...Repeat.
